Legacy of 17 Wing Headquarters

The headquarters building at Canadian Forces Base Winnipeg, officially designated as Building 137, stands as a cornerstone of the base’s operational and administrative capabilities. Opened in July 2005, this modern facility consolidated the functions of Fort Osborne Barracks (Winnipeg South) and 17 Wing’s previous headquarters, enhancing efficiency and collaboration across the Wing.

Building 137 is dedicated to Group Captain (G/C) Basil Deacon Hobbs, a celebrated aviator and one of Canada’s most decorated military members. G/C Hobbs was the first commander of the Royal Canadian Air Force in Winnipeg and played a pivotal role in Canada’s early air operations. At the building’s opening ceremony, his grandson, Basil Hobbs, reflected on his legacy, stating, “I think he would have been proud and very appreciative of the men and women who serve, and have served, this country.”

Designed with both functionality and morale in mind, the headquarters features modern conference rooms, ergonomic workspaces, and sleek architectural lines. It houses the administrative offices for 17 Wing, the Wing Comptroller, 17 Wing Air Reserve Flight administration, and the headquarters for 38 Canadian Brigade Group (CBG) who later moved into Building 137 from the former Wing Headquarters (Building 86).

 

The consolidation of these administrative functions was vital to the Wing’s evolving role within the Royal Canadian Air Force and the Canadian Armed Forces. Today, Building 137 serves as a hub for operations supporting over 113 units across a vast geographical area, ensuring 17 Wing’s continued success in both domestic and international missions.

 

The story of Building 137 is one of progress, honouring the past while embracing the future, a fitting tribute to the legacy of those who have served and continue to serve.
